Is it appropriate to write as an out-of-towner? I wonder if it would help if they knew that people outside of the immediate situation were aware of what was going on.

The SOAH judges, incidentally, are the good guys. It's the TCEQ Commissioners who are the problem.
Never mind - they only want to hear from designated parties, it looks like.
